CODE OF PRACTICE

VLLC will provide a learning environment which is conducive to the successful acquisition of languages by students.  Courses are accredited by the appropriate bodies and entered on the national register.  VLLC is registered to provide these courses, and will ensure that all national guidelines will be complied with.
 
The interests, needs and welfare of the student in learning a language will at all times be of paramount consideration, in terms of his/her individual goals, learning abilities,  aptitudes and ongoing progress. Prior learning will be given recognition through an assessment of the student’s competency prior to acceptance into the course.
 
The student will be provided with all necessary information outlining the expected outcomes of his/her course, the organisation of attendance times, and the fees payable prior to commencement.
 
The student will be fully advised of all his/her rights and obligations, detailed in the enrolment contract, prior to his/her acceptance and signing of it.
 
VLLC will continue to strive for excellence in language acquisition by constantly updating knowledge of learning techniques so that the methods, techniques and materials will always be of the highest possible standard.
 

 

VLLC will maintain high professional and ethical standards in the marketing and delivery of language courses as well as in management practices.
 

 

The student will be selected primarily on the basis of his/her motivation to learn a language, our policy being that this is a key element required to ensure success. Selection processes will comply with the principles of social justice and equal opportunity legislation.  In the event that a student is considered unlikely to achieve the stated course outcomes, the student will not be accepted into the course.

 

 
In the event that international fee paying students are accepted into the course, VLLC will comply with the Code of Practice as agreed by the Ministerial Council on Education, Employment and Youth Affairs, and any pertinent legislation.  The relevant Commonwealth departments and recognition authorities will be informed at the appropriate time.
 
VLLC guarantees students that all the above conditions will be honoured.
 
 
INFORMATION FOR STUDENTS
 
 
After selection, students are required to confirm their acceptance of the course by paying a registration/administration fee.  This fee is not refundable. In consultation with the interviewer/course adviser, students select preferred session times in accordance with the minimum attendance requirement for their chosen language. Session times are subject to availability of places and tutors. These may be altered at a later time if necessary with sufficient notice and if places are available. 
 
 
At enrolment, students are required to attend a meeting with the interviewer at which time tuition fees are payable and attendance times confirmed.  Tuition fees are payable in advance.  A copy of the student’s first term roster indicating the agreed times is given to the student.
 
During this interview students are required to sign a contract detailing conditions of enrolment.  The students’ rights and obligations are explained prior to their acceptance and signing of the contract.  Completion of the course and attainment of course outcomes is achievable within the suggested time as stated in the course outline, however this is subject to the individual rate of progress.  Variables include student’s prior learning, aptitude and motivation. Students commence their course with an orientation session with the centre Supervisor, at which the learning method and the format of sessions is explained in detail, students’ work-books are issued and the student is introduced to all core staff at the centre.
 
Session format
 
Sessions incorporate a combination of delivery methods such as Computer work and individual tutorial time, and may also include group work.  The way these components of the course are balanced is at the discretion of the centre management.
 
 
Attendance
 
Inhouse students who fail to attend a nominated session are required to catch up that session at a mutually convenient time during the course of their 10 week term.  Online students are required to complete a minimum of 1 lesson per fortnight.  Students must ensure that VLLC staff have their session and tutorial times booked for the following week no later than Thursday evenings.  Once these times are entered on the roster there are no changes allowed for that week. Subsequently students who fail to attend their designated session in that following week will be charged as no changes are allowed within that week. Online students will be charged for the tutorial time and may need to organise extra tutorials to complete course material. This is subject, in extenuating circumstances, to the discretion of the Director. Students may however vary their times on a weekly basis to allow for shift workers or changes in circumstance etc.
Students who have not completed course material within a 12 month period will forfeit all fees and may only recommence subject to VLLC approval. For online students, those who fail to complete a minimum of 1 lesson per fortnight will forfeit fees equalling 1 lesson.
 
Progress
 
Progress is monitored daily, so that any problems or potential problems with learning techniques are identified and dealt with as soon as possible.  Records are maintained detailing tuition, tutor comments, progress rate and attendance.  Usually in the second and eighth week of each term of a student’s course, a Supervisor will review progress with the student and discuss any relevant matters.  At all times, students are free to consult staff about their progress and any other matters.
 
Students are selected on the basis of their motivation and stated goals for learning the language of their choice.  The centre reserves the right to refuse continuation of a student’s course if there is a breach of the contract or in any other way the student becomes unsuitable.
 
Use of materials
 
Students are issued with work-books and other specified materials for their own personal use outside the centre.  Language module texts, computer programs and other equipment are strictly for use within the centre and must not be removed from the centre under any circumstances.
 
 
At the end of each Certificate of the course, students’ learning will be assessed prior to their continuing into the next Certificate.  A variety of methods may be used to demonstrate competence in the required concepts and components of the assessment and may include conversation, questions and answers, dictation, writing and delivery of a prepared speech, both in individual and group situations. Students are given assistance in preparation of all facets of the assessment.  Students have the right to re-sit assessments in the event of non competence.
 
 
               The centre recognises that some students may come to the course with pre-existing skills and knowledge in the language.  Students are assessed by appropriately qualified staff at the commencement of their course to determine their skill level and their most suitable entry point into the course for them.  Students may be able to omit some lessons in the course if they can demonstrate that they are already competent in the content of that lesson.
 
 
The centre recognises the AQF qualifications and Statements of Attainment, for the same course code, issued by any other RTO.
 
 
The Centre has a no refund policy, although consideration may be given in the form of hours held in credit, in cases of exceptional circumstances, at the discretion of VLLC Head Office. In cases of temporary absence, hours will be held in credit for a 10 week period and then forfeited. In exceptional circumstance, student’s total hours can be kept in lieu for a period of 12 months. In this instance students must contact the centre every 2 months.
 
The student shall have no claim against VLLC in respect of loss of access or functionality to the VLLC website through technical downtime and servicing.
 
 
 
No refunds are given in any manner if the student:
1)      Has a change of mind after paying the registration or fees.
2)      Think that the course is unsuitable for any reason, other than shortcomings of the original offer.
3)      Think the price is unfair
4)      Cancel the course prior to its contracted completion
 
Registration fees will be kept for a period of 6 – 12 months, after which time a student must commence his/her course or agree to a starting date, otherwise this fee is forfeited.  All fees will be refunded in the event of cancellation of the course by the centre.
 
Transfer policy
 
Since V.L.L.C. also operates in another state, it is possible for students to transfer to this other state to complete courses without penalty or interruption to their progress.  In such situations, all fees, progress records and details will be forwarded to the appropriate centre.
 
Certification
 
Students successfully completing the Certificate in Foreign Language Studies in Japanese, Mandarin Chinese, Indonesian, Spanish, French, Russian, Arabic, German, Italian, English and Greek will have achieved a Certificate Level II, III, and IV under the Australian Qualifications Framework depending on the course completed.  Students who complete only some of the requirements for the qualification will receive a Certificate of Attendance or Statement of Attainment.  In both cases, students will also receive documentation which identifies the units of competency which have been achieved.
Competencies
 
Students who successfully complete the course will demonstrate competencies consistent with those defined by a Certificate Level II, III or IV. The learning outcomes of the course include, but are not limited to, the competencies as defined by the Australian Qualifications Framework definition of learning outcomes for a Certificate II, III or IV depending on the course completed.
 
On successful completion of the Certificate IV course, students will have the skills whereby they can communicate confidently and effectively in a variety of social and vocational contexts relevant to their needs.  The course develops all four macro skills (speaking, listening, reading and writing).  Students will also learn cultural skills as well as etiquette appropriate to relevant social and business contexts. They will demonstrate competency in the structures, functions and writing systems of the language.  Typical tasks that can be managed confidently and competently would include communicating in relevant vocational contexts, conducting social and business conversations on mostly familiar topics, using correct pronunciation and appropriate polite options, giving directions, translating, reading and responding to questions.
 
Japanese and Chinese students will be able to read and write texts in Romanised script, (as well as hiragana and katakana for Japanese students only) well enough to meet routine practical and social demands and will recognise a limited number of kanji and Chinese characters respectively.  Greek and Arabic students will be able to read and write texts written in the Greek and Arabic alphabets respectively.
 
 
If a student has a problem with:
·        his/her learning method, his/her progress, he/she should initially approach the Supervisor or Computer Room Supervisor, and the Director/Centre Manager in the event that this is not resolved satisfactorily.
·        attendance times, he/she should initially approach the Supervisor and the Director/Centre Manager in the event that this is not resolved satisfactorily.
·        the carrying out of his/her obligations under the contract, he/she should approach the Director/Centre Manager.
·        payment of fees or other related financial issues, he/she should approach the Director/Centre Manager.
·        the administration and management of the centre, he/she should approach the Director of V.L.L.C. (Aust.).
·        the outcome of an assessment and would like to appeal, he/she should approach the Director/Centre Manager.
·        bullying, harassment, Occupational Health and Safety issues or feels that he/she has been discriminated against; he/she should approach the Director/Centre Manager.
 
In the event of failure to achieve a satisfactory resolution in these cases, students may refer the matter to V.L.L.C. (Aust), who, if unable to resolve the matter within 30 days after referral, may appoint an independent arbiter whose determination shall be final. It must be realised that this is not an appropriate avenue in cases of personal or emotional distress. Complaint outcomes will be notified in writing.
 
 
Facilities
 
Students have access to the learning environment demonstrated at the initial interview.  They are provided with all necessary materials and resources including access to course modules/texts, computer programs and workbooks.  Students have regular allocated time with tutors as well as access to support staff at all times.
 
 
Students will have access to a range of staff at a number of levels within the organisation for support in areas ranging from course-related issues to certain personal situations.
 
Students with difficulties with either their learning programme or the learning process can discuss this with the Supervisor who will often suggest ideas and/or extra-curricular work for dealing with specific problems.  Adjustments/changes to timetables/rosters can be made with the Supervisor.  Regular reviews are conducted with students to monitor progress and attendance and keep students fully informed as to their attainment of expected outcomes.  Students are advised of any changes they need to make in order to achieve these outcomes.  Personal issues and Language and Numeracy concerns can be raised with any member of staff and may be referred to the appropriate person for discussion and advice where relevant or the staff member will help you identify where you are able to access a range of support services.

Privacy Policy
 
Vocational Language Learning Centres collect personal information, including sensitive information about students before and during the course of a student’s enrollment at the Centre. The primary purpose of the Centre to collect this information is to enable the Centre to provide language tuition to you. Some of the information that we collect is to satisfy the Centre’s legal obligation, particularly to enable the Centre to discharge its Duty of Care.
 
The Centre from time to time discloses personal and sensitive information to the Franchisor and International Franchisor of the Centre or possibly other Vocational Language Learning Centres as well as your tutors and where relevant others involved in your tuition at the Centre. Personal information collected from students may be disclosed to the Franchisor and International Franchisor for the purpose of monitoring the quality of the tuition being provided to you and whether the Centre is conforming to the terms of the franchise.
 
Students may seek access to personal information collected about them by contacting the Centre.  However, there may be occasions when access is denied.  Such occasions would include where access would have unreasonable impact on the privacy of others.
 
Information received from you may be used to correspond with you however we will not disclose your personal information to third parties for any marketing purposes without your consent.
 
If you provide the Centre with personal information of others, such as Doctors or Emergency Contacts, we encourage you to inform them that you are disclosing that information to the Centre and why: That they can access that information if they wish and the Centre does not usually disclose such information to third parties.
 
You are required to sign in for each session you attend. Your name may be visible to other students in this book. If this causes concern please discuss it with the Centre Manager.
 
Students can be assured that personal information provided to VLLC will be given maximum protection and made available only to authorised users such as employers where a contract (e.g. training) exists, or to government bodies.  In the case of students under 18, parents/guardians may be informed of student progress and results. 
 
No information about students is released over the telephone.  This means that staff at VLLC cannot take messages for students or confirm by telephone that students are attending classes or even enrolled.
